This version of MESS173C differs slightly from the freestanding version in
that it uses a flag, ZWelcomeAboard, set by the NEWU173C mod, to ask new users
if they want to read their new mail. The program will then allow them to read
messages in reverse order so the new welcome message is read first. If an
existing user signs on he/she will read messages where they left off.

This merge will check the message base when a user signs on and, if there are
new messages since the last sign on, will inform the user that there are new
messages and ask if they wish to read them now. It makes a nice compliment
to the NEWU173C merge for new users. I have noticed that the number of
message reads has gone up on my board since installing this merge.
This merge was originally part of the Maple Street modifications. I broke it
out as a stand alone merge for the benefit of other SysOps. This is a very
short merge so my recommendation is to merge it in by hand.
